Air passenger rights and compensation, including for delayed or canceled flights, are routinely afforded. For many years, international conventions governed airline obligations and passenger rights.

The Aviation Services Law of 2012 codifies and harmonizes international aviation conventions. These conventions had long governed the field, but in the absence of consistent national legislation, countries, including Israel, implemented them variably.
Following extensive deliberation, in 2012, MK Ahmad Tibi proposed and passed the Aviation Services Law, addressing loopholes regarding airline obligations and passenger rights. This law applies to all flights to and from Israel, including stopovers.
